This lesson explains how Kautilya viewed international relations as a continuous calculation of relative power, geography, alliances, timing, intelligence and national interest. It begins with the corrected Saptanga concept of seven state constituents and explains how internal strength determines a State’s freedom of action abroad.

A major part of the lesson is devoted to the Mandala or Circle of States, which examines the changing relationships between adversaries, allies, middle powers and neutral states.   • Sandhi — Peace/Treaty
  • Vigraha — War
  • Asana — Neutrality
  • Yana — Preparation/March
  • Samsraya — Seeking protection or alliance
  • Dvaidhibhava — Dual Policy

Their application depends upon whether a policy produces Vriddhi—progress—or Kshaya—decline.

The lesson also covers diplomacy, envoys, treaties, alliances, strategic patience, the policy of a weaker State, timing, geography, intelligence and the relationship between realism and Dharma.
